Right now it
looks like we will be moving towards a weak El Nino this winter, particularly
during the later portion (January through March). Thus, the initial
portion of the winter will be "near neutral," meaning neither El Nino nor
La Nina conditions will be evident. Such winter periods tend to be
stormier than normal. There is no physical reason to expect another
dry winter.
In summary, I believe
there is a significant chance of stronger windstorms and periods of heavy
rain...unlike the past year--which was very dull and dry.
